Video Visitation Rules for Off-Site Visitation

General Rules:

Participation in video visitation is a privilege, not a right. Both attorney (visitor) and inmate are expected to conduct themselves in an appropriate fashion at all times during a video visit. For attorney/client visitation, the visit must be official in nature. Official attorney visits are not recorded and the conversations are not monitored.

Harris County reserves the right to deny, cancel or terminate a video visit prior to or during a video session based upon attorney or inmate misconduct. Harris County also reserves the right to restrict visitor from participating in all future use of the system.

Visitation is a voluntary event; the Harris County Sheriff’s Office (HCSO) will not compel an inmate to participate in a visit. Harris County assumes no financial or other liability for failure to complete a scheduled video visit.

The Harris County Sheriff’s Office may revise the off-site video visitation rules as necessary without advance notice.

Scheduling & Availability:

Attorney/Client video visitation is available at the 700 N. San Jacinto jail facility (JA14) and the 701 N. San Jacinto jail facility (JA07). Attorneys are encouraged to visit the Harris County Sheriff’s Office’s website at www.harriscountyso.org to verify the inmate’s housing location and SPN prior to scheduling an appointment.

All attorney visits must be scheduled at least six (6) hours in advance. Visits should not be scheduled to occur more than seven (7) days in the future. Once a video visit is scheduled, attorneys shall cancel the visit if it is later determined that the video visit will not be necessary. Presently, there will be no charges for appointments made for attorney/client video visitation sessions.

Visitation time duration: Video visits are scheduled in 20 minute blocks, and a scheduled attorney visit may not exceed 40 minutes per inmate daily.

To avoid potential delays, attorneys are encouraged to not schedule visits to begin between 1:30 and 3:00 pm due to staff shift change.

Attorney Video Visitation Hours:

  • Sunday 8:00 am - 1:30 pm / 3:00 pm - 8:00pm
  • Monday 8:00 am - 1:30 pm / 3:00 pm - 8:00pm
  • Tuesday 8:00 am - 1:30 pm / 3:00 pm - 8:00pm
  • Wednesday 8:00 am - 1:30 pm / 3:00 pm - 8:00pm
  • Thursday 8:00 am - 1:30 pm / 3:00 pm - 8:00pm
  • Friday 8:00 am - 1:30 pm / 3:00 pm - 8:00pm
  • Saturday 8:00 am - 1:30 pm / 3:00 pm - 8:00pm
  • No visits can be scheduled between 1:30 pm and 3:00 pm each day

Registration:

At the time of registration, an attorney must be prepared to provide the following information:

  1. Attorney’s Bar Card
  2. Attorney’s official picture ID (i.e., driver’s license)
  3. Attorney’s home or business address
  4. Attorney’s telephone contact number
  5. Attorney’s e-mail address

When prompted to display official identification, attorneys will be required to display for photograph their driver’s license (or state ID card) AND his/her State Bar Card. The HCSO will generally review and approve all registrations within 24 to 48 hours. Once an attorney’s registration has been approved (attorney will be notified via email), the attorney will be allowed to schedule a video visit. Once a video visit occurs, attorneys may receive a survey via e-mail asking for feedback concerning the off-site video visitation experience.
